May 1787 In 1787 delegates from the 12 states meet in Philadelphia to revise the Articles of Confederation. James Madison of Virginia was convinced America needed a much stronger government than the Articles could provide. In his room at a Philadelphia boardinghouse, Madison, a small man of great learning, labored over a plan to present to the convention. His boldest idea was that the people have a direct say in who represented them.
