Extra Strength For On & Off Faster, More Intense Lightening Action Dust Free, Concentrated Formula PREPARATION : Shake powder to bottom of package before opening. Then holding it away from your face, cut across dotted line and spread apart. Empty contents of QUICK BLUE packet into a non-metallic mixing bowl and slowly mix Oreor Creme Developer until desired consistency is reached. DEVELOPER MIXING RECOMMENDATION : Off-scalp application : For foil or plastic wrap techniques mix with 1.5 to 2 oz of 20 or 30 volume creme developer or for open air techniques :  mix with 1.5 to 2 oz of 20, 30 or 40 volume creme developer, depending on the level of lift you want to achieve.
