Ghost Cookies Visual Recipe | Halloween Activities for Special Education

This Halloween visual recipe is for making Ghost Cookies! The recipe is broken into 3 steps: 1) prep steps, 2) baking, and 3) assembling/decorating the cookies. Requires access to an oven.
