In Underwater Cities, you are trying to build the best city by maximizing your resources and connecting all of your cities via tunnels to metropolises. In addition, you are creating various underwater habitats that will generate more resources leading to more victory points. This listing is for the 4 sets (3 each) action tile replacements for each player color. These action tile replacements come in two-colors (the player color and silver).
