There is an oat cover crop to ensure stabilization for the first year, winter killing and then allowing the native seeds to germinate and spread their roots. Full effect and germination of the seeds may take 1-4 years depending on site conditions, weather patterns and freeze-thaw cycles for the seeds to germinate.
