This is called shattering and is normal, and It should not affect the beauty of your arrangements. Dried lavender is very delicate. If you choose to loosen your stems from the bundle, please do so carefully. This will also cause buds to shatter. You can save your shattered buds for using in baked goods, or garnishing frosted cupcakes because English Royal Velvet lavender is edible.
