The year was 1954 when the government first undertook the beginnings of what would become Project QKHILLTOP.  It was the CIA's new baby and they recruited one of the leading neurological scientists of the time.  The purpose of the project was develop brainwashing techniques that were first practiced by the Chinese many years ago. Dr Wolff got right to work, demanding the CIA release crucial data on imprisonment, deprivation, humiliation, torture, brainwashing, and hypnosis. Even in 1954, it wasn't the governments first rodeo with things such as these, which probably made Dr. Wolff's job that much easier.  Wolff was eventually able to develop and formulate a plan through which secret drugs and various brain damaging techniques and procedures could be underwent to alter a person's brain activity-- in most cases erasing the memory completely.  In short, Dr. Wolff was a mad scientist who was funded by the CIA, playing right into their plan of developing the perfect spy academy.   The
