The number of dual-eligibles in the U.S. grew by 20% from 2016 to 2022 alone, from 10 million to 12 million. This group is not only poorer than average, but much more likely to suffer from chronic illnesses and have substantial healthcare needs beyond that. Along with the growth in the dual-eligible population, there has been a significant shift toward their enrollment in Medicare Advantage plans, particularly special needs plans.
