Two Children on the Beach Flying A Kite Oil On Art Canvas Board 5x7 Unsigned c1978

FC4DCute oil on canvas board painting of two children flying a kite on the beach. Back of the board has what looks like m. klatt/ april 1978 written on it and front royal 2002 st. park for Front Royal State Park in Virginia. I am wondering if this was entered in a contest in 2002. The board is 5 x 7" and the frame is around 8 3/4 x 6 3/4 showing wear and tear. Painting should be properly cleaned but does show well.
