In a nutshell, these uniforms were given to the 'bad guys' during training scenarios. Where 'Civilian' in CIVPU comes from, we can't make any specific guesses — it most likely has to do with these un-camouflaged uniforms purposefully contrasting to issued Cammies. In other words, they were most likely for civilian contractors (and they look a whole lot like the blackwater 'fishing vest' color, IYKYK). E
