In the early cold war, the sure-fire way to show that you could protect yourselves, and that nobody else should try to stop you, was the Nuclear option. It got so out of hand in the United States during the 1950s that alongside developing the Big Scary Nukes we also spent untold piles of cash developing cute little nukes too. Starting with one of the most absurd weapons ever made, the Davy Crocket weapons system was a recoilless mini-nuke launcher that directly inspired the "Fat Man" launcher in the Fallout Series. The idea was, with the efficiency of nuclear detonation to destroy large structures, it could effectively be used as a form of artillery to evaporate and irradiate anything that stood in your way.
