Custom Heavy Duty Hand Hole Covers are machined from 1/4" thick steel.  The screw is counterbored into the cover for tamper resistance.  A step is machined on the inside to prevent the cover from being moved.  Penta Plus screws from Bryce Fasteners are high-security screws that aren't available in stores.  The bits to install and remove them aren't available to the public.
