Use hooks to attach pannier to decker rings/arches. Made of solid brass. Makes loading and unloading panniers very quick and easy. Hook opening is 1 ". If opening is too narrow for your decker arches use a vice and spread hook open. Strap opening is 1 1/2" wide. Comes in a set of 4. In stock and ships within 1 - 2 days.
