A neon blue base with small black and white glitter plus scattered holographic microflakes. Please note: because of the method used to disperse the neon pigment into the polish without clumps, the base is thinner than a normal glitter polish.  This means the glitter will tend to sink to the bottom of the bottle.  If you want more glitter in your application, the bottle will need to be shaken before use.
