Take them apart, get some Mothers Mag or Blue Magic polish, rub it in and rub it off. For a mirror finish use a buffing wheel and some compound. That is the easy part. When it comes time to put it all back together, you will not want to use the tired looking nuts and washers. Since those parts are probably cadmium plated steel, chances are that you will not be able to clean them up to your satisfaction.     You need new nuts and washers and to avoid future problems you probably should buy stainless steel. You might be able to locate what you need at a local hardware retailer, but the price will most likely be high (see the accompanying photo).
