This film introduces the character of Claudia (Star Chandler), the irrepressibly naughty wife of Phillip (Arthur Meeks) as well as Caroline (Kirstie Imboch) as the wife of Miles (Brian Tarsis). Together these two couples constitute "the spanking neighbors"of the title. Caroline and Miles don't start out as spanking people, but living next door to the volatile Claudia and Phillip soon gets them thinking about the subject, especially Caroline, who knows that Phillip spanks Claudia who can't help but wondering what a spanking would be like from her own man.
