To solve this issue, we sell these 9-1/2" x 9 ga wire tires: designed specifically for securing chain link fence fabric. These ties are made of bendable but sturdy aluminum. Wrap through the "knuckles" at the edges of your fabric and, at the same time, around the top rail or line post of the frame. Doing so will pinch the fabric against the rails.
