CycleOps Powertap SL + hub Zipp wheelset 700c used 10 speed, Not Working

10 speed 700c wheelset with CycleOps Powertap SL+ meter hubs 100/130 hub spacing Zipp/Garmin hoops--wheels are true, spokes good.  braking surface is decently worn down, not a ton of life left there sealed bearings 10 speed shimano 105 cassette included Power meter appears to not function, tested with new batteries.
