White Out Sky Blue Glow

  White Out is a pure white dip powder.  There is no sparkle to this one.  It is perfect for a bade under any color or on its own.  You can put a layer of White Out under any color to give it more of a vibrant punch.  This is a true staple in your collection.  This White out has added glow powder for an extra punch of fun!
