Monks may take advantage of this item, but only when wielding Rare weapons–either hand-held or bracer-style. All of the weapons the monk is currently using must be Rare for this item to function. E.g., a monk could be attacking with two Rare bracer-weapons, a Rare bracer-weapon and a Brawler’s Horn, a single +1 Bliss Hammer, or whatever Rare weapon(s) they care to wield.
