Simply put unfilled balloons in a basin of water, attach filler to faucet and turn on water until balloons are full (3.4 - 4.5" 8.7 -11.4 mm). Once they are full turn off water and the balloons will seal themselves shut and you are ready for action. Package contains 3 clusters of 33+ balloons. Do not inflate balloons by mouth.
