When you're cutting carbon fiber with a hacksaw you can certainly use a metal-cutting blade to cut carbon fiber, but, when something that works better exists why would you? Ceramic-style blades don't cut, per se, as much as they do abrade. This is a much safer process for cutting carbon as it leads to fewer loose strands and leaves a cleaner result.
