In 1891 Colorado school children voted the Rocky Mountain Columbine their favorite flower in an overwhelming landslide. The Colorado General Assembly ratified the official state flower designation in 1899. Considered a rare and delicate state flower, the General Assembly enacted legislation prohibiting uprooting on public lands; limiting gathering of blossoms and buds to 25 per day; and no picking Columbines on private land without landowner consent. At the time of passage violations were a misdemeanor carrying a fine not less than $5 nor more than $50.
