James Buchanan served as the United States Secretary of State from March 10, 1845 to March 7, 1849. He later became the 15th President of the United States in 1857. J ohn Randolph Clay served as the United States  Chargé d’Affaires to Peru from  December 15, 1847 to August 22, 1853. In this very important correspondence, Secretary of State James Buchanan responds to John Randolph Clay's request for additional funds for his expedition of the Amazon river in Peru.
